Job Responsibilities:
-Lead and manage projects IT development of applications, system enhancement, infrastructure, digital transformation projects and other IT-related duties
-Enforce the compliance with the best practices and guidelines for system development and security
-Explore new technology to manage project opportunities and solutions for a business needs
-Ensure the project is completed with a budget timeframe, effort and cost to meet the project requirements
-Manage and monitor the update. Identify project risks and make recommendations to mitigate these risks
-Review and document IT documentation, system flow chart, functional and technical specifications, and project progress reports
-Oversee development and execution of UAT test plans, coordinating testing resources, and ensuring quality aligns with project requirements
-Analyze and translate business needs into functional specifications
-Conduct detailed system analysis, proposal, development, testing, implementation, and support of application systems
-Design system specifications, prepare test cases, provide training for business users, and maintain system documentation and reports
-Handle procurement processes for IT infrastructure, including vendor evaluation, contract negotiation, and equipment sourcing
-Coach project team members in delivering project successful, providing feedback and problem solving
-Perform any ad-hoc tasks as assigned by superior
-Participate in projects/tasks as assigned in Agency and Division levels

Requirements:
-Degree or above in Computer Science / Information Technology / Business Administration / Health Information System or any related discipline
-Minimum 5 year’s relevant experience, in which 2 years in project management and quality control, priority given in healthcare industry and system development life cycle is preferable
-Priority given to those well-versed in project management and development methodologies, like PMP, Prince2, or Scrum Master
-Proven experience of multi-vendor environment and cross functional teams
-Experience in Project Management / Process Analysis / Business Flow Design & Re-engineering is required
-Experience in clinical and eHealth application knowledge is an advantage
-Experience in the operation and maintenance of clinics system, imaging centers, and office operations
-Experience in complex and interdependent projects as well as continuous improvement methodologies, techniques, tools and controls
-Good leadership and problem-solving skills
-Good interpersonal and communication skills
-High expectations in own work and deliveries
-Proactive, independent, multi-tasked and able to meet tight deadline
-Good command of spoken and written English and Chinese
