Service Objectives
- Provide early intervention and development training services for children with special needs
- Facilitate parents/carers to maintain a positive attitude in parenting children with special needs and to strengthen their disciplinary skills
- Help develop teachers’ skills in assessing and handling children with special needs
Service Contents
- For children with special needs:
- On-site individual/group rehabilitation training; and
- Training at centres equipped with rehabilitation facilities.
- For teachers/child care workers:
- On-site professional consultation services and demonstration, talks/workshops/seminars, etc.
- For parents/carers:
- Talks/workshops/seminars.
Service Target
- Children enrolled in schools that are participating in the Pilot Scheme for Pre-school Rehabilitation Services (For a list of the participating schools, please visit the Social Welfare Department’s website at: www.swd.gov.hk)
- Children attending the participating KGs or KG-cum-CCCs who are on the waiting list for SWD-subvented pre-school rehabilitation services. (Note 1)
- Children attending the participating KGs or KG-cum-CCCs who are receiving services at EETC or under the Training Subsidy Programme for Children on the Waiting List of Subvented Pre-school Rehabilitation Services (TSP). (Note 2)
- Parents/ carers of such children.
- Teachers/child care workers.
- (Note 1): EETC, Integrated Programmes in KG-cum-CCCs and Special Child Care Centres.
- (Note 2): Applicants choose to withdraw from existing services before joining the Pilot Scheme.
Service Boundaries
The scope of service will include schools that are participating in the Pilot Scheme on On-site Pre-school Rehabilitation Services
Application of Services
- If the child is studying in a participating a KG or KG-cum-CCC, the parents/ guardians may seek referral to the operating NGO through the KG or KG-cum-CCC;
- Parents/ guardians may also apply to the operating NGO directly.
Withdrawal of Services
Service users can request withdrawal from our service for personal reasons at any time.

Points to note:
- For beneficiaries who are offered the placement of subvented pre-school rehabilitation services while receiving services under the Pilot Scheme, they may either choose to withdraw from the Pilot Scheme and accept the subvented pre-school rehabilitation services or deadline the offer and continue to participate in the Pilot Scheme. However, services under the Pilot Scheme will only be provided up to: the first 1st September after the child has attained the age of 6; the date when the child is admitted to primary school; the date when the child has no more service needs as assessed by the operating NGOs; or one day before the child’s departure from the participating KGs/KG-cum-CCCs; whichever is the earlier.
- Under the following circumstances, the participating child other than those above is required to withdraw from the Pilot Scheme: The child has decided to accept TSP/the offer of placement of subvented pre-school rehabilitation services under the Central Referral System for Rehabilitation Services- Subsystem for Disabled Pre-schoolers (CRSRehab-PS); the child has no need for subvented pre-school rehabilitation services after assessment by CACs; or the child is no longer on the waiting list of SWD-subvented pre-school rehabilitation services/waiting for assessment by CAC.
